The answer to this can depend on how you are distributing your music. When distributing a cover song worldwide, each territory handles licensing differently. For physical media, you must license in the territory they're being manufactured in. When distributing downloads, you must license in the territories they're being sold or distributed. Typically, most countries handle licensing for digital downloads through blanket agreements, so the US is one of the few countries that require the artist to obtain a mechanical license for downloads.
