YouTube and The MLC
Since the Music Modernization Act went into effect on January 1st, 2021, Digital Service Providers (DSPs) for interactive audio streaming, like Spotify and Apple Music, are responsible for tracking and paying royalties on Compulsory Mechanical Licenses (Cover Songs) through blanket licenses with the Mechanical Licensing Collective (the MLC). However, YouTube is a video streaming platform, which is not covered under the MLC, so you will always need the appropriate Sync License when uploading content.
